A. Minimum Academic Qualifications for B.E./B.Tech. (except for private institutes mentioned below in Table 1):

Should be a pass in 10+2 examination from recognized Board/University with Physics and Mathematics as compulsory subjects along with one of the following subjects:
            (a)        Chemistry
            (b)        Bio-Technology
            (c)        Computer Science
            (d)        Biology

For admission to B.E/B.Tech. Bio-Technology, the candidates with Physics, Chemistry and Biology or Bio-Technology shall be entitled to get admission. The other conditions of percentage of marks shall remain unchanged.

OR

Have passed Diploma Course in Engineering/Technology of three years duration or more from State Board of Technical Education, Haryana or its equivalent Diploma Examination.

Note: If there is any change in minimum academic qualification for private institute for the session 2008-09, it will be incorporated at the time of counseling at hscs.org.

Basis of admission for B.E./B.Tech:
Admission shall be made on the basis of the inter-se-merit of AIEEE-2008

B. Kashmiri Migrants and Haryana Govt. School Topper
Minimum Academic Qualifications shall be same as mentioned in section A.

Basis of admission:

 

    1.Kashmiri Migrants seats for B.E./B.Tech. will be supernumerary seats and will be filled separately on the basis of inter-se.merit of qualifying examination. The percentage shall be calculated on the basis of Marks of Maths, Physics, English and any one of the following (whichever is highest):
    -           Chemistry / Bio-Technology/ Computer Science / Biology.
    Kashmiri Migrants will be required to have the original certificate of Migration duly signed by the competent authority or Relief commissioner.

    2. Haryana Govt. School Topper, seats in each branch in the Govt./Aided/University Department/Private Institutes offering B.E./B.Tech Programme shall be filled on the basis of inter se merit of 10+2 (of 2008 only) out of each topper (having Minimum 2nd Div. i.e. 50% marks in aggregate) of Govt. Senior Secondary School offering Science Stream (Having Minimum 5 students on roll in the Science stream), subject to fulfilling the eligibility criteria. The candidates shall  produce a certificate in the support of their claim from the Principal/Headmaster of the Govt. School of which the candidate is topper clearly stating the strength of class.

    Note: Only toppers of Govt. Senior Secondary School offering Science Stream of 2008 are eligible.

    3. Tie breaking criteria
       
    3.1  The following under mentioned criteria will be followed to break-up the tie ( in case of KM & HGST for B.E/B.Tech except Bio Technology):

     

      a.   The candidates who have secured higher marks in Mathematics,  shall  rank higher in order of merit.

      b.   If tie still persists, the candidates who have secured higher marks in Physics . shall rank higher in order of merit.

      c.   If tie still persists, the  candidates who have secured higher marks in Chemistry/Bio-Tech/Computer Sc./Biology (as the case may be) . shall rank higher in order of merit.

      d.   If tie still persists, the candidates who is senior in age,  shall rank higher in order of merit.

      e.   If there is a tie even after that, all such candidates would be given the same rank.  However, if they all wish to take admission in same institution and there is only one seat left, and then additional seats would be created for that year only to provide admission to the same rank holders.

         
      3.2

Note:

 

  • Mere possession of the prescribed academic qualifications does not entitle a candidate for admission to B.E / B.Tech course. Candidates would be required to fulfill other conditions as spelt out in the Admission Brochure.
  • Candidates, who are appearing in the qualifying examination this year and are expecting to pass the same, can also compete for counseling for B.E / B.Tech.
  • Fulfilling of eligibility for B.E / B.Tech w.r.t. qualification and percentage of qualifying examination shall be proved by the candidate not at the time of seat allotment but at the time of reporting by the candidate at the institute. A candidate may not be eligible on the 1st day of counseling but may be eligible on subsequent days of counseling due to the reasons, whatsoever.  The candidate may seek admission at his/her own risk and cost and if he/she is found in-eligible, his/her entire dues shall be forfeited and his/her admission shall be cancelled for which he/she shall have no claim, whatsoever.

ELIGIBILITY FOR ADMISSION TO B.TECH

Minimum Academic Qualifications for B.E./B.Tech. (except 9 private Colleges as mentioned below):

Should be a pass (Minimum 50% marks for TITS Bhiwani, Apeejay College of Engg., Sohna, Lingaya’s Instt. of Mgmt. & Tech., Faridabad, PDM College of Engg., Sarai Aurangabad, Somany Institute of Technology & Management, Rewari, NC College of Engg., Israna, GITM, Gurgaon, NC College of Engg., Israna, Minimum 55% marks for ITM, Gurgaon & Minimum 60% marks for MR College of Engg, Faridabad & CITM, Faridabad) in 10+2 examination from recognized Board/University with Physics and Mathematics as compulsory subjects along with one of the following subjects:

(a) Chemistry

(b) Bio-Technology

(c) Computer Science

(d) Biology

For admission to B.E/B.Tech. Bio-Technology, the candidates with Physics, Chemistry and Biology or Bio-Technology shall be entitled to get admission. The other conditions of percentage of marks shall remain unchanged.

Minimum Academic Qualifications for B.Arch.:

No candidate with less than 50% marks in aggregate, shall be admitted to Architecture course unless he has passed an examination at the end of new 10+2 Scheme of Senior School Certificate Examination or equivalent with Mathematics as subject of examination at the 10+2 level, subject to the aptitude test.

Note:

1. Mere possession of the prescribed minimum academic qualifications does not entitle a candidate for admission to B.E./B.Tech/B.Arch. courses. Candidates would be required to fulfil other conditions as spelt out in the Admission Brochure.

2. Candidates, who are appearing in the qualifying examination this year and are expecting to pass the same, can also compete for counselling for B.E./B.Tech. & B.Arch.

3. Fulfilling of eligibility for B.E/B.Tech. w.r.t. qualification and percentage of qualifying exam. shall be proved by the candidate not at the time of seat allotment but one week prior to final cut off date for admissions. A candidate may not be eligible on the 1st day of counselling but may be eligible on subsequent days of counselling due to the reasons, whatsoever. The candidate may seek admission at his/her own risk and cost and if he/she is found ineligible, his/her entire dues shall be forfeited and his/her admission shall be cancelled for which he/she shall have no claim, whatsoever.

 

 

Reservation of seats

(i) For Govt. / Govt. Aided Institutions / University Departments:-

(a) All India Category Seats = 15% of intake

(b) State Quota = 85% of intake

(b-1) Haryana Open (General) = 50% of State Quota i.e. 42.5% of intake

(b-2) Reserved Categories of Haryana= 50% of State Quota i.e. 42.5% of intake

Scheduled Castes (Category-A) = 10% of SQ (8.5% of intake)

Scheduled Castes (Category-B) = 10% of SQ (8.5% of intake)

Backward Classes of Haryana (A) = 16% of SQ (13.6% of intake)

Backward Classes of Haryana (B) = 11% of SQ (9.3% of intake)

Physically Handicapped = 3% of SQ (2.55% of intake)

ESM & their wards & = 3% Horizontal (1% each out of Haryana Open Dependents of Freedom Fighters General Category, Scheduled Caste/Backward Class)

3% horizontal reservation is provided to Ex. Serviceman / Freedom Fighters and their dependents by providing reservation within reservation of 1% of General Category, 1% out of Scheduled Castes and 1% from Backward Classes for admissions to various educational institutions of Government and Government Aided.

This reservation will be in rotation for Block ‘A’ and Block ‘B’.(As per Chief Secretary order no.22/27/2004-2GSIII dated Oct. 20, 2005)

25% horizontal reservation in all above categories shall be provided for girl candidates.

(ii) For private unaided non-minority institutions

As on date no reservation is being followed in compliance to the judgment dated 12-8-2005 of Hon’ble Supreme Court in P.A. Inamdar Case except that not exceeding upto 15% for NRI seats at the discretion of the management subject to following two

conditions:

a) Such seats should be utilized bonafide by the NRIs and their children or wards.

b) The merit should not be given a complete go-by. and balance 85% All India Category

Note: A few private institutes may voluntarily opt for reservation of a few percentage of seats in their institution for socially and educationally backward classes of citizens of Haryana so these shall be displayed at appropriate time.

(iii) For private unaided Minority institutions

As per P.A. Inamdar Case minority institutions are free to admit students of their own choice including non minority community as also members of their own community from other State, both to a limited extent only and not in a manner and to such an extent that

their minority educational institution status is lost. If they do so they lose the protection of Article 30(1).

i. NRI seats not exceeding upto 15% (at the discretion of the management as above).

ii. Minority Quota - 42.5% of sanctioned intake fixed by the State Govt. vide notification No. 20/5/2004-4TE, dated 25.06.2004.

iii. All India Category- 42.5%

Note:

1. Change, if any, shall be applicable at the time of counselling.

2. 6 (Six) seats are reserved for the bonafide residents of Murthal in DBCR University of Science & Technology, Murthal (Sonepat). So these will be filled strictly in accordance with the relevant decision of Hon’ble Punjab and Haryana High Court Civil Writ Petition No. 1382 of 2003 & 4 seats in CDLM Engg. College, Panniwala Mota, Sirsa for residents of Village Panniwala Mota. These seats shall be filled by the respective institutes on merit by giving due publicity at their own level before 2nd counselling. 

3. Only the candidates having the permanent disability of not less than 40% (being otherwise fit for admission to the course) will be considered for admission as Physically Handicapped. Disability certificate must be issued from Chief Medical Officer of the concerned District.  However, the certificate shall be subject to verification by a Medical Board constituted by the affiliating university for the purpose. The decision of the Board shall be final. Physically Handicapped candidates belonging to Haryana are required to submit the handicap certificate as per Annexure-VII at the time of Joining/Reporting. 

4. The reserved seat(s) of SC Block-A & SC Block-B shall be filled in accordance with relevant decision(s) of Hon’ble Court(s).

5. If, the reserved seat(s) of Scheduled Caste and Backward Class ‘A’ remains vacant, these shall be filled up from Scheduled Caste and Backward Class ‘B’ & similarly other subcategory within reserve category of Haryana shall be inter converted. 

6. Inter conversion of sub-categories in the reserved categories of Haryana shall be made before 2nd counselling. The vacant seats of reserved categories of Haryana and NRI Quota seats shall be converted and offered to General Category candidates alongwith other net resultant vacancies in the 3rd counselling. 

7. Candidates claiming reservation under Scheduled Caste (Block ‘A’ & ‘B’) will submit the certificate as per Annexure-IV and Backward Class (Block ‘A’ & ‘B’) will submit the Certificate on the prescribed Proforma as per Annexure-V.  The parents of BC candidates (Block A & B) for benefit of reservation for their ward shall also have to furnish an affidavit to the effect that they are not covered under the criteria of creamy layer, as per Annexure-VI at the time of counselling. The said affidavit shall be furnished by both father and mother of the candidate.

8. Children & Grand-children of Freedom Fighters of Haryana are required to submit a certificate from the Deputy Commissioner of the concerned District as per Annexure-VIII at the time of counselling.

9. The seats reserved for ESM category shall be offered in order of following priorities :

a) Wards of Ex-servicemen died in action while in active service.

b) Ex-serviceman himself.

c) Wards of Ex-servicemen.

d) Wards of Paramilitary Forces.

So, the candidates claiming reservation for these categories of Haryana are required to submit the certificate as per Annexure-IX in case of deceased/disabled and Annexure-X in case of discharged or serving personnel, whichever is applicable, at the time of counseling.

10. If the number of seats in any particular category is not a round figure, 0.5 or above will be taken as one and less than 0.5 shall be ignored, except that in Physically Handicapped, Children & Grand-children of Freedom Fighters and Ex-Servicemen and their Wards

Categories, at least one candidate will be admitted from all the three categories in total, even if the share is less than 0.5 seats provided the number of sanctioned intake in the particular course is 30 or above.

11. Number of reserved seats shall not exceed more than 50% of the State Quota Seats. For that, even a fraction of more than 0.5 is to be ignored under 7 above.

12. A candidate, who applies for reserved category will be considered first in general category. In case, he/she does not get a seat of his/her choice in general category, then he/she will be considered for reserved category as applicable.

 

 

Counselling Procedure

(1). To participate in the counselling, it is mandatory for every candidate to register himself/herself through counselling website. http://tehadmissions.gov.in Candidates could register themselves from the premises of any of the Participating

Institutions (PIs) and also from any Internet point of their choice. The list of PIs, seat matrices with contact addresses is available in Chapter-4 and the specimen of Registration Form is available at the end of this Chapter. 

(2) Before registration, every candidate, irrespective to his category, will have to deposit counselling participation fee of Rs. 500/- only in cash/cheque/draft, cash transfer, in the account of Haryana State Counselling Society in any of the CBS branch of PNB.

This fee must be deposited on the prescribed format which is available in the information brochure/PNB and can be downloaded from the website www.techeduhry.nic.in.The complete particulars are to be filled at the required place about the fee deposited in the bank. The counter-foil of this receipt duly signed and stamped by the concerned Bank shall be kept in safe custody by the candidate for production in the designated institute at the time of reporting.

(3) For successful registration, the candidates shall have to provide the information correctly at the required place. Incomplete form whatsoever it may be, shall be outrightly rejected.

(4) On registration, Password has to be created by the candidate, for use in future logins, candidates are advised to keep records of this password a secret. In the event of total forget/loss of password, the same can be retrieved by the candidate on replying the queries by the system.

(5) Procedure for submission of choices or seeking other information is through a menudriven interface. It guides the candidates through appropriate online messages to have smooth operations.

(6) Information relating to institutions offering technical courses and other conditions of eligibility will be accessible through corresponding dropdown menu for the purpose of exercising choices as well as for knowing their competitive standing for their preferred choices amongst the logged-in candidates.

(7) Registration on line, mock counselling & filling of choices by Candidates will be allowed, as mentioned in the counselling schedule. During this, choices could be changed, added, deleted, reordered, any number of times. However, the last option of

choices filled by a candidate shall automatically be considered as a choice locked by him. Candidates are advised in their own interest to take a print of their filled choices from the system.

(8) Allotment of seats will be published on the website (as per counselling schedule). The Admission of candidate within the sanctioned intake shall be subject to fulfilment of eligibilities one week prior to final cut off date for admissions.

(9) Candidate will be allowed to generate/print the provisional seat allotment letter from the website.

(10) After the result of 1st counselling, the candidate is required to deposit Admission fee @ Rs. 10,000/- in case a seat is allotted in DCRU of Sc. & Tech., Murthal or CCSHAU, Hisar or CDLMEC, Panniwala Mota, Sirsa, Rs. 25,000/- in case a seat is

allotted in any other institute, in the account of Haryana State Counselling Society. The concerned Bank shall give a signed & stamped counter-foil of the receipt (specially designed for the purpose & is available at Annexure XII) to the candidates which shall be produced by the candidate in the designated institute at the time of joining. The deposition of fee will entail the candidate confirmation of allotment of seat (subject to conformity through interface with Punjab National Bank). The candidate shall now report his joining in the concerned designated institute alongwith the documents/ testimonials/certificates as mentioned in Chaptor-10 to confirm the admission and the candidate is not required to deposit any original certificate anywhere.

(11) No excess admission shall be made in the subsequent counselling.

(12) To participate in subsequent counselling, candidates will have to register again on the website without depositing the amount of Rs. 500/- in the bank again. Admission procedure i.e. filling of choices of Branch/Institute shall remain the same.

(13) While displaying the status of availability of seats, the number of seats available in a specific branch of an institution will be displayed as per calendar. 

(14) The non-availability of the seats in a branch of an institution & the seats/institution for which a candidate is not eligible will not be shown to him.

(15) The number of tentative seats, thus, likely to become vacant, by the earlier allotted candidates, will be displayed, indicating the tentative seats available for allotment in case they are vacated by previously allotted candidates by the iterative method.

(16) The tentative seats are also now available for exercising choices by interested candidates. An indication for these seats will be given to candidates that these seats are available for allotment only if the seat is vacated by previously allotted candidate, in case, he could get his choice in the subsequent allotment.

(17) After the end of the counselling period and filling of their choices, the candidates will be allotted seats in subsequent counselling, as per the process indicated earlier as per counselling schedule.

(18) The candidates are required to report to the designated institution for completion of admission formalities as mentioned above.

(19) The participating institutes, through an exclusive IP enabled interface (secured & controlled) will make the admissions.

(20) Verification of the credentials of the candidate will be done by the respective designated Institute at the time of reporting/joining/taking admission by a candidate by comparing the original certificates with the online accessible database entries of the candidate. Any entry or information filled/made by the candidate, if found to be false, shall entail automatic cancellation of admission beside rendering him liable to such action as university/ Haryana State Counselling Society may deem proper.

(21) In case, the candidate is found eligible for admission, the candidate will be required to complete other admission formalities. Only three sets of copies of certificates/testimonials/documents duly attested by a Gazetted Officer/Head Master/Principal of the school/institution last attended, shall be submitted by the candidate and in any case no original document/certificate/testimonial shall be demanded by the institute at the time of admission. Proof of depositing Rs. 500/- as counselling participation fee, and proof of depositing the amount of admission fee as per point 10 above in the account of HSCS.

(22) On the day of completion of formalities in the designated institution, on joining of candidates/getting admission thereto, the designated Institution will update the list i.e. status of Joining/vacancy position in yes/no on the prescribed format of declaration of receipt on their website, to enable the NIC, to update the total seats thus available to the candidates in the subsequent counselling, if any.

NOTE:

i) Change of branch within the institute is permitted on the basis of performance of result of 1st semester of the candidate & it will be effected w.e.f. 3rd semester.

ii) Inter College/University Migration within & outside a jurisdiction of affiliating universities is not permitted.

iii) No original documents/certificates/testimonials are required to be deposited by the candidates in the allotted institutes.

iv) Candidates admitted in the institutions shall only be registered by the Universities after verification/authentication by the Haryana State Counselling Society. Therefore, candidates are advised, in their own interest to ensure that they fulfil all eligibility conditions spelt out in the Admission Brochure.

Pre-registration of MBA course

Pre-registration of MBA course is not required now. Candidates are advised to register w.e.f. 1.7.2006 to 15.7.2006 on http://tehadmissions.gov.in  after deposition of counseling fee of Rs. 300/- in account of State Counseling Board No. 0087000111213282 from any CBS Branch of PNB
